I have decided to downsize my program after the first of the year and let the last 2 children I enrolled go. Honestly, it's because of these two children, my days have become significantly more stressful (one is a very needy infant, and the other a toddler with special needs) I feel horrible for letting the toddler go, as sweet as the child is, but it's just been too much. How should I word the letter I send these families? Does ADA apply to private in home daycares?

sorry to hear that you are having a rough time. At least you know your limits and you tired, that's really all you can do. So kudos to you for that.
Yes ADA applies to home DC as well, but if you can't meet the needs of the child or affects your ability to care for the other children, then you have every right to term the child.
If you search term letters on this form, you will find many good ones.
always be sure to keep it short sweet and simple, to the point with zero emotions.
example:
dear DCF
Due to changes within the daycare, I will no longer be able to provide care for Johnny starting on Jan 1, 2015, which will also be his last day. It has been a great pleasure working with you and we wish you the best of luck in your search for a new childcare.
I have attached the phone number for resource and referral.

I wouldn't get into specifics with the families. I would just state that you have made the decision to downsize your daycare and will be terminating services with the most recently added clients. If they further question things, I would just state that you wanted to be able to give more individualized attention to the children in your care.

I have done this before and it went very smoothly.
