Default 2 and 3 year olds

I have mainly 2 and 3 year olds. I'm sure everyone knows how short their attention span is I have also noticed that they need me to entertain them more than the older kids that I had through the summer or I at least need to direct them in what they should do. Does anybody else find this with that age group? I also do cutting and line tracing, along with other projects in the morning. Is it normal for the 2 year olds to not reallly have any interest? Other than cutting things they shouldn't cut. It seems that this age is more into making messes than organized activities.
