Thumbs down Sibling Is Encouraging Bad Behavior

I am posting this about the same dcb that i posted about earlier this morning.
He is constantly telling his brother to bite him, hit him, throw toys at him and I have heard enough of hearing myself tell him to stop saying that. These 2 boys have been here for a month now and the behavior is not improving.
He refuses to eat anything i make him, and i mean everything, he starves himself until they leave. 3 days a week is alot of time to not be eating.

WWYD? Im at my wits end, I dont want to term either, just want advice.
